The BPBH Program provides OFWs who met unforseen circumstances and were unable to complete their work contracts, livelihood assistance to supplement their income needs until they find local employment opportunities. It also aims to promote entrepreneurship projects which will generate employment for the community. OWWA Administrator Mr. Hans Leo J. Cacdac stated “The essence of BPBH is to teach OFWs to be their own bosses, hence we have to teach them the value of self-reliance and, eventually, self-esteem.”

OWWA RWO 4B also awarded nine beneficiaries of the Education for Development Scholarship Program (EDSP), the OFW Dependent Scholarship Program (ODSP) and the Education and Livelihood Assistance Program (ELAP), of their scholarship assistance.

The EDSP and ODSP program is a scholarship assistance program that offers financial aid to qualified dependents of active OWWA members who are planning to enroll or is currently enrolled in any four-year or five-year baccalaureate course in any college or university. While ELAP provides a family of an OFW who passed away, educational and livelihood financial assistance. OWWA Administrator Hans Cacdac proudly stated, “Despite the distance and absence, the latter continue to excel in school. Their strong values and commitment to achieve common goals are worth emulating. We believe that these new breed of scholars will bring honor and pride to our country and to our Filipino workforce,”.
