PALUAN, OCCIDENTAL MINDORO – The Provincial Government of Occidental Mindoro seeks to sustain the gains of peace initiatives across the province by pushing the full implementation of Executive Order No. 70 (EO 70), by institutionalizing the “whole-of-nation” approach in attaining inclusive and sustainable peace thru the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) and directing the Adoption of National Peace Framework.

On May 20-21, 2020, Governor Eduardo B. Gadiano takes the lead of the Occidental Mindoro Task Force – ELCAC “Ugnayan sa Barangay and Relief Goods Distribution” at Barangay Mananao, Paluan, Occidental Mindoro to deliver an inclusive program that aims to address the identified issues of the community by linking the governance and development gaps through the provision of vital services at this time of crisis while ensuring that development is sustained and peace is being promoted.

Of the 12 clusters of EO 70, the DOLE takes role in four clusters namely: Sectoral Unification, Basic Services, Poverty Reduction, Livelihood and Employment, and Infrastructure, Resource Management and Employment.

 Regional Director Albert E. Gutib of DOLE MIMAROPA, represented by Carlo B. Villaflores, DOLE OccMin Field Office Head, discussed the department’s programs and services particularly on Kabuhayan and emergency employment that may be extended to the residents of Brgy. Mananao.

Among the highlights of the Department’s contribution in the activity are the following:

  1. Organization of three (3) workers’ association for women, fisherfolks and indigenous people;
  2. 56 beneficiaries of POST-COVID TUPAD have already started their 10-day community works;
  3. Dialogue with the teachers of Mananao Elementary School for Project Angel Tree Activity; and
  4. Inclusion of the barangay as target for the conduct of orientation on Philippine Program Against Child Labor.

Under Director Gutib’s leadership, DOLE MIMAROPA is looking forward and continues to reach out more beneficiaries especially in the vulnerable areas bringing more programs and services that would uplift them from poverty.

 After the distribution of relief goods (food packs) by the DSWD, comes the Ugnayan sa Barangay; the primary issues raised by the residents are: provision of livelihood and establishment of potable water system and irrigation; construction of public toilet, day-care center, dam, roads, and repair of hanging bridge.

As a synthesis, Governor Gadiano lauded the team’s effort in bringing the government services in the community in times of pandemic and making them feel that this is the true government everybody truly deserves, a peaceful government and not centered on insurgencies and armed conflicts.

Along with DOLE, the following partner agencies were also present during the activity: Armed Forces of the Philippines thru the 4IB Philippine Army, PNP, DILG, DepEd, DSWD, DA, NICP, LGU Paluan, the Provincial Government of Occidental Mindoro and its instrumentalities, Municipal Local Government Operations Office (MLGOO), Provincial and Municipal Planning and Development Office, Provincial and Municipal Disaster Risk Reduction and Management Office, Provincial Veterinarian’s Office and Office of Mangyan Affairs.
